The idea of cultural planning emerged in Britain from dissatisfaction with traditional urban - cultural policies. The group I was working with, Comedia, was at that time developing arts and cultural policies for different towns and cities in Britain. We quickly realized that these would not work unless they were integrated with other policies. An animation strategy for a city center, for example based on festivals, will not work alone; it has to be coordinated with other policies in areas as disparate as policing, public transport, lighting, physical planning, pedestrianisation and so forth. This initial realization induced us to move from cultural policy to something else that we did not yet call cultural planning .
